Download LemEdit and Customized Lemmings
Game
Unlike the version off the VTM Website(which no longer exists),
this version of LemEdit & CLG comes with all nessecary
datafiles, including VGAGRx.DAT, GROUNDxO.DAT and the others. To
load some levels in Customized Lemmings Game, rename the file
containing them to levelpak.dat then run custlemm.exe.
CLONES - Go to the TomKorp
website to download
Apparently, this game's Level Editor can edit Windows lemmings
levels - if so, it will also be able to edit DOS levels once
extracted with LemEdit, however it only supports the dirt graphic
set. (Set 0). Note that I haven't tested it, that's just what
I've heard from the authors. Also, CLONES's main game, which I
have tested, is very good, so you should try it while you're
there.

This is a good Hex Editor if you need to hex edit anything.
UnLzExe
This can uncompress LzExe compressed programs. I don't know if
the lemmings program is compressed, but it might be. UPDATE: It
seems that the lemmings program is not compressed.
UPDATE: Someone mentioned that Lemmings was compressed with
PKLite.
LemRand
A program Steaver made ages ago. It generates a random level, from a
LemRand Script(.LRS) file. Although when you use this version it
says it only supports Pillars, it also supports Ropes. Please
note that LemRand does not yet generate a fully playable level,
so you will need further Hex Editing or LemEditing. Comes with
two sample files - one that uses Pillars, and one that uses
Ropes.
Windows Level Addder
This program adds/removes levels from the Windows version of
lemmings. Don't use it on a user profile you're trying to beat
the game on, as using it screws up 40 of the levels in the
original lemmings. I may, in the future, create a patch to
override this.
